City to construct 15 more polders to handle flood

As part of its efforts to anticipate flood during rainy season, Jakarta Capital City Administration is planning to construct 15 more polders from the existing 33 polders.


Jakarta Capital City Vice Governor Prijanto says some of the existing polders are located in Rawabuaya, Cengkareng, Muaraangke, Sunterselatan, Jatipulo, and Pluit. “All the polders have functioned well,” said Prijanto at City Hall, Tuesday (11/3).


However, the vice governor says the existing folders have not been sufficient to handle the annual flood disaster in the city. Thus, the constructions of new fifteen polders are necessary.


The 15 polders are Kapuk polgar with the catchment area of 550 hectares, Jelambar Timur (100 hectares), Sunter Timur IB Utara (600 hectares), Sunter II KBN (600 hectares), Sunter Timur II Kebantenan (528 hectares), Mayoral residential area (90 hectares), Marunda (2.240 hectares), Tanjungan/Tegalalur (390 hectares), Kapukmuara 1,2 dan 3 (220 hectares), Penjaringan Junction (200 hectares), Kedoya Green Garden (260 hectares), Durikepa (80 hectares), Kalideres (950 hectares), Sunter Timur II Pertukangan Cakung (288 hectares) and Dewa Kembar housing complex (140 hectares).


While waiting for the completion of the polder constructions, Prijanto says, Jakarta government continuously carries out maintenance over 308 units of flood controlling pumps. The pumps have a total capacity of 330.12 cubic meters per second. The details are 83 pumps at big polders, 96 pumps at small polders, 46 underpass pumps, and 83 mobile pumps.


The 83 mobile pumps are currently placed at different locations across Jakarta; 30 pumps at Jakarta Department of Public Works, 12 pumps at Central Jakarta Public Works Sub Department, 22 at West Jakarta Public Works Sub Department, 3 at North Jakarta Public Works Sub Department, one at East Jakarta Public Works Sub Departments, and 15 mobile pumps at South Jakarta Public Works Sub Department.


In addition, Jakarta government has also set up a maintenance program on river, garbage filtering pump, and sluice gate. Budgets dedicated to the program are increasing year by year; Rp 52.329 billion in 2007, Rp 104.2 billion in 2008, and Rp 293.5 billion in 2009. While, the budget allocated for this year’s program of river normalization reaches Rp 82 billion.


For reservoir maintenance and river dredging programs in 2009, the city government has allocated budgets worth Rp 6 billion and Rp 247.753 billion respectively.


“The high amount of the budgets is the evidence of Jakarta government’s commitment to handle flood in the capital,” Prijanto said.


Head of Jakarta Capital City Department of Public Works, Budi Widiantoro says Jakarta government is trying to complete the construction of one among 15 polders by this year. “We need a total budget of around Rp 180 billion for one polder. Therefore, due to the expensive financing, we cannot build the 14 polders at once,” said Budi Widiantoro.
