Jakarta Capital City Government set June 20 as the start of off street parking on Jl. Gajah Mada and Jl. Hayam Wuruk, Central Jakarta. With this policy, driver is not allowed to park their vehicle on the roadside anymore. They will be directed to park in buildings provided for off street parking.
After the policy applied, city government has 30 days of time to socialize it. During socialization, driver who violates will only be given warning. But, after socialization ended or beginning July 21, those who violate will be sanctioned in forms of ticketed, towed, and charged with Rp 500 thousand to Rp 1 million of fines.
“The off street parking policy applied due to high intensity of on street parking along Jl. Gajah Mada and Jl. Hayam Wuruk which caused traffic jam. Hopefully, this policy can reduce congestion in those areas,” expressed Head of Jakarta Transportation Department Udar Pristono, Tuesday (6/14).
Based on data and capacity of parking volume on Jl. Gajah Mada and Jl. Hayam Wuruk owned by Jakarta Transportation Department, it occupies 660 cars and 1.101 motor cycles. In detail, the parking volume on Jl. Gajah Mada is 383 cars and 576 motorcycles, whereas on Jl. Hayam Wuruk is 277 cars and 525 motorcycles. While, the Governor Regulation No. 111/2010 about Public Parking Space stated that capacity of on street parking is only for 580 cars.
In order to support the policy, Jakarta Transportation Department has provided 6 off street parking places which can accommodate 1.355 cars. Four places are located on Jl. Gajah Mada, namely Duta Merlin Complex (accommodate 335 cars), PT. Pelni building (20 cars), Gajah Mada Plaza (400 cars), and Paragon Hotel (250 cars). The remaining two buildings are located on Jl. Hayam Wuruk, which are the Lindeteves Trade Center (300 cars) and Hayam Wuruk Plaza (50 cars).
Those buildings will be equipped with Digital Display System. “It will inform the availability of parking spaces in real time to ease drivers who want to park their vehicle,” explained Pristono.
Besides that, an electronic device will be placed 50 meters after Harmoni corner of Jl. Gajah Mada to inform off street parking locations and availabilities. “We will also install parking prohibition signs and markers along the road as base to conduct control in the future,” he stated.
Deputy Head of Jakarta Transportation Department Riza Hasyim explained that in the revision of Bylaw (Perda) No. 12/2003 about Traffic and Road Transportation, Train, River and Lake as well as Crossover in Jakarta, there is rule of fines sanction for vehicle which still park on street included. “Not only fine, the vehicle will also be towed and the driver must redeem it by paying the fine,” he asserted.
Previously, Jakarta Transportation Department has applied off street parking on Jl. HOS Cokroaminoto, Menteng, and on Jl. Gunung Sahari. For Jl. Gunung Sahari, on street parking was diverted to North Jakarta Tax Office building. Next, off street parking will also be applied on Jl. Mayestik and Kelapa Gading area.
